Canadian Prime Minister Mark Carney recently highlighted the significant educational relationship between India and Canada, noting that over 400,000 Indian students currently reside in Canada. This figure surpasses the number of Indian students in both the United States and the United Kingdom combined. During his visit to New Delhi, PM Carney, alongside Prime Minister Narendra Modi, announced the landmark Canada-India Talent and Innovation Strategy, establishing 13 new university partnerships aimed at further deepening these bilateral ties.
Addressing Student Mobility Challenges
For several years, Indian students seeking higher education in Canada have faced considerable hurdles. These challenges include an unprecedented spike in study permit refusals, extensive processing delays, and uncertainty regarding housing and post-study work regulations. Data from Immigration, Refugees and Citizenship Canada revealed that refusal rates for Indian study permit applications surged to approximately 74% in August 2025, a stark increase from about 32% two years prior. This period also coincided with diplomatic tensions between New Delhi and Ottawa, adding complexity to immigration processes.
In response, both nations are committed to reforming education policy. The focus is shifting from a “volume-driven student mobility” approach to one that emphasizes “structured academic collaboration,” as stated by MEA Secretary (East) P Kumaran. Canada is actively undertaking reforms in its visa and immigration policies to address these concerns and ensure a more streamlined experience for international students.
Key Pillars of Enhanced Academic Cooperation
The new Canada-India Talent and Innovation Strategy outlines several crucial areas for deepening cooperation between higher education institutions:

- Joint and Dual-Degree Programmes: Facilitating the development and recognition of academic programs offered jointly by Indian and Canadian universities.
- Offshore Campuses: Supporting the establishment of leading Canadian educational institutions’ campuses in India, bringing high-quality education closer to Indian students.
- Research Collaboration: Fostering joint research initiatives, particularly in cutting-edge fields like Artificial Intelligence, and promoting student and faculty exchanges.
- Hybrid Campuses and AI Centers of Excellence: Exploring innovative models for education delivery and establishing specialized centers for advanced research and development.
Canadian Foreign Minister Anita Anand emphasized that this agreement will reinforce collaboration, drive economic growth, and strengthen the enduring people-to-people connections between India and Canada.

Beyond education, India and Canada are also expanding cooperation in other vital sectors. The two countries signed a Memorandum of Understanding (MoU) on Cultural Cooperation, which aims to enhance collaboration in arts, heritage, audiovisual media, music, and creative industries. This includes initiatives like the Bharat Tribal Festival (BTF) 2026, designed to empower Indigenous and Tribal communities in both nations through cultural preservation and entrepreneurship.
Furthermore, leaders welcomed the recent Canada-India Track II Strategic Dialogue, a platform that united policymakers, experts, business leaders, and civil society. This dialogue explored concrete cooperation pathways across critical areas such as economic resilience, energy security, and people-to-people exchanges, underscoring a commitment to a comprehensive bilateral partnership.
